Namesake Award Resolutions

Resolution Naming of Western Region Awards

WHEREAS, Phi Beta Sigma Fraternity, Inc. is an international organization founded on the principles of Brotherhood, Scholarship, and Service; and

AND WHEREAS, the Western Region of Phi Beta Sigma Fraternity, Inc. has long served as a beacon of leadership, community engagement, and fraternal excellence; and

AND WHEREAS, Hon. Brother Phillip Hubbard, III has demonstrated a lifetime of unwavering commitment to the ideals and mission of Phi Beta Sigma Fraternity, Inc., exemplifying distinguished service, visionary leadership, and an enduring dedication to uplifting communities; and

AND WHEREAS, his tireless efforts have not only strengthened the Fraternity but have also inspired generations of brothers to lead with integrity, purpose, and excellence; and

AND WHEREAS, it is fitting and proper that the Western Region formally recognize and honor the extraordinary contributions and enduring legacy of Hon. Brother Phillip Hubbard, III;

THEREFORE, BE IT RESOLVED, that the Phi Beta Sigma Fraternity, Inc., Western Region Area/State Director of the Year Award shall be officially renamed the “Hon. Brother Phillip Hubbard, III Area/State Director of the Year Award” in recognition of his exemplary leadership, distinguished service, and lifelong commitment to the principles of the Fraternity; and that this designation shall serve as a lasting tribute to his legacy and as a continual source of inspiration for all members of the Western Region; and

BE IT FINALLY RESOLVED, that a copy of this resolution be entered into the official records of the Western Region and presented to Hon. Bro. Phillip Hubbard, III as a symbol of the Fraternity’s deep appreciation and respect.

“The Hon. Bro. Phillip Hubbard, III Area/State Director of the Year Award” is to keep before the brotherhood and the public the accomplishments and deeds of Hon. Bro. Phippip Hubbard, III, Distinguished Service Chapter member #203, the 28th Western Regional Director, and a current member of Alpha Alpha Epsilon Sigma Chapter - Inland Empire, CA. Hon. Bro. Hubbard, III has served the community and Sigma in numerous capacities most notably as the chaiman of the Hon. Bro. William Perry Distinguished Service Society. Established at the 1984 Regional Conference held in Seattle, WA, to recognize deserving Brothers' long term work within the Region, who may (or may not) qualify for membership in the Distinguished Service Chapter (DSC) of the Fraternity.

WHEREAS,: the Western Region has established awards to honor and acknowledge the esteemed work of Brothers throughout the Region; and

AND WHEREAS,: the Western Region of Phi Beta Sigma Fraternity, Inc. is honored to have notable members who have served the Region and enhanced the movement and growth of the Fraternity; and

AND WHEREAS, (2): this member is a leader in the movement for military affairs; and

AND WHEREAS, (3): this member is the first African American astronaut to complete a long-duration mission aboard the International Space Station, thereby making history and inspiring future generations; and

AND WHEREAS, (4): this member’s life and career exemplify the highest ideals of brotherhood, scholarship, and service, reflecting great credit upon himself, his family, his Fraternity, and the communities he serves; and

THEREFORE, BE IT RESOLVED: that we, the delegates of the 68th Western Regional Conference, hereby establish the following award for the Western Region in honor of this great Sigma Man:

Bro. Victor Glover
The “Bro. Victor J. Glover Military Brother of the Year Award” honors the exceptional achievements and service of Bro. Victor J. Glover, who was initiated in Spring 1996 through the Omicron Pi Chapter at California Polytechnic State University, San Luis Obispo, and is a current member of Alpha Beta Sigma Chapter in Houston, Texas. He was selected as a NASA astronaut in 2013 while serving as a Legislative Fellow in the U.S. Senate and later piloted the Crew-1 SpaceX mission Resilience, launched on November 15, 2020. He also served as a Flight Engineer aboard the International Space Station during Expedition 64. Prior to becoming an astronaut, Bro. Glover was a U.S. Navy Commander and Naval Aviator, serving as a test pilot for the F/A-18 Hornet, F/A-18 Super Hornet, and EA-18G Growler. He is recognized as the first African American astronaut to complete a long-duration mission aboard the ISS and as the pilot of NASA’s Artemis II lunar flyby mission, making him the first African American astronaut selected for a lunar mission.
