Welcome to California – the Golden State! On behalf of all Men of Sigma across California and the host chapter, Phi Beta Sigma, we warmly welcome you. It is our distinct pleasure to host the 68th Western Regional Conference, and we are deeply honored to have successfully held the 2025 Western Region Fall Board Meetings in preparation for this momentous occasion.

As State Director, I am truly honored to host this year's conference. The Brothers of Phi Beta Sigma, alongside alumni and collegiate chapters throughout California, are thrilled to have you with us. Conference Registration
Phi Beta Sigma Fraternity, Western Region Conference (WRC) is attended by Sigma Men of all ages. One third (1/3) of all attendees are voting delegates, both alumni and collegiate. Non-voting attendees, visiting International officers, staff members, spouses, and guests make up the majority of conference attendees. According to your registration classification, your role at the WRC, registration fee, and schedule of activities will vary. Vendor Registration

Interested in vending at our conference?
We invite vendors to be part of this event and showcase their products and services to a wide and diverse audience. If you’re interested in participating, please complete the registration to secure your vending space. All businesses must align with the mission and values of Phi Beta Sigma Fraternity, Inc. The vendor registration window closes Friday, April 10, 2026, at 11:59 PM PST.

Vendor space will be assigned in the order applications are received. Once capacity is reached, any additional applications and payments will be returned. Please note that vendors selling Phi Beta Sigma paraphernalia must hold a valid license from International Headquarters and Affinity Licensing.

Shipping & Handling: Vendors are responsible for all shipping costs and arrangements. Phi Beta Sigma Fraternity, Inc. Western Region does not assume custody or liability for any shipment, including loss, damage, delays, or missing items while in transit or at the hotel.

Refund Policy: Refund requests must be submitted in writing and postmarked by April 10, 2026, including the reason for cancellation, contact information, and signature. Approved refunds are subject to a 25% processing fee. Requests received after this date or failure to attend will result in forfeiture of the registration fee, and vendor space will be reassigned upon cancellation.

Hotel Reservation

Hotel Room Block
The room block is being hosted at the Gateway Sheraton Los Angeles Hotel located at 6101 W Century Blvd, Los Angeles, CA 90045. The contracted room block is good from Monday, April 13 - Wednesday, April 22, 2025. The deadline for reserving a room at the conference rate expiers Thursday, March 26, 2026, at 5:00 PM PST. Sheraton Gateway Los Angeles Hotel is set around a 10-minute ride from Fox Hills in Los Angeles. This hotel offers a private parking lot on site and a heated swimming pool.

The accommodation in the LAX district, 1.8 km from Tom Bradley International Terminal. Also, this property provides access to sport attractions such as the municipal 9-hole Lakes at El Segundo Golf Course, which is about a 10-minute ride away. Sheraton Gateway Los Angeles Hotel offers 803 rooms with tea/coffee making equipment, and such modern conveniences as a flat-screen TV with satellite channels. For your comfort, you will find coffee and tea making facilities, and a refrigerator. Featuring a walk-in shower and a separate toilet, the bathrooms also have a hair dryer and towels.

Guests can have breakfast in the restaurant every morning. The à la carte restaurant has a spacious terrace. There is a restaurant serving local dishes on site. Offering Delhi dishes, Jersey Mike's Subs lies only a 6-minute stroll away.

LAX is located in the Westchester neighborhood of the city of Los Angeles, 18 miles (29 km; 16 nmi) southwest of downtown Los Angeles, with the commercial and residential areas of Westchester to the north, the city of El Segundo to the south, and the city of Inglewood to the east. LAX is the closest airport to the Westside and the South Bay.

As engaging speakers discuss topics to help you continue your journey of lifelong learning and individual growth.

Whether you’re a past regional director, a member of the Hon. Bro. William Perry Distinguished Service Society (HBWPDSS), a regional or chapter officer, or just attending the conference for the first time, you’re sure to build bonds with Brothers that will last a lifetime.

Making Impactful Decisions

The WRC provides a unique opportunity for Sigmas of all ages from across the Region to come together in the spirit of Brotherhood while conducting Regional business during plenary sessions, where delegates make key decisions that shape the future of our Region, including:

  1. Reviewing of Committee Reports.
  2. Selecting future WRC locations.
  3. Enacting laws for the regulation of the Region.
  4. Electing our Executive officers for the next term (two years).

Celebrating and Honoring our Brothers
The WRC is also the proper time to recognize individual Brothers and chapter achievements, sharing in the pride we have for each other’s accomplishments, as well as remembering those who have transitioned to the Omega Chapter.

    Honor our Brothers who have joined the Omega Chapter. This moving service offers the chance to not only mourn Brothers we lost, but also celebrate their lives and contributions to our wondrous band
  • Rededication Ceremony
    A time-honored occasion to rededicate our hearts and minds to the creed, principles, and mission of our beloved fraternity.
  • Regional Awards
    Individual and chapter awards will be presented Saturday evening during the Hon. Bro. Oscar Morgan Gala.
  • Presentation of Society Inductees
    The Western Region Heritage Society, the Esteemed Bro. Dr. Emile Pitre Honors Society, and the Hon. Bro. William Perry Distinguished Service Society will be bestowed Saturday evening during the Hon. Bro. Oscar Morgan Gala.
Service Project & Social Events

Making A Difference Through Service.
This year we are partnering with the American Red Cross for a blood drive to help support our nation’s blood and blood cell components. Every day, blood donors help patients of all ages: accident and burn victims, heart surgery and organ transplant patients, cancer treatment, and transfusions following traumatic injuries. Since most patients with sickle cell disease are Black or African American, the most compatible blood type match is most often from a donor of the same race or ethnicity. [ HERE ].

Proposed WRC Conference Rules
  1. The current edition of Robert's Rules of Order Newly Revised shall govern Phi Beta Sigma Fraternity, Inc.'s Western Region Conference in all instances where applicable and not inconsistent with the Constitution and By-laws of Phi Beta Sigma Fraternity, the Western Region, and these standing rules.
  2. To gain admission and participate in the Phi Beta Sigma Fraternity, Inc.’s Western Region Conference (WRC) (plenary sessions and meetings), members and newly inducted members must be duly registered and wear the official Phi Beta Sigma Fraternity, Inc., Western Region Conference wristband/badge issued by the Conference Registration Committee.
  3. During a plenary session or meeting, a registered member must wait to be recognized by the presiding officer (Chair) before speaking. Upon recognition, members should state their name and chapter affiliation. Members-at-large should announce their member-at-large status.
  4. Recognized members may speak for up to two minutes during a plenary session or meeting, unless a 2/3 majority of registered delegates votes to extend this period.
  5. Only Chapter Delegate(s), Members-At-Large, Past Regional Directors, and Elected Officers are allowed to make motions. Members may not speak more than once on a motion.
  6. Voting in plenary sessions may be conducted viva voce (by raising hands).
  7. Voting during committee meetings will be viva voce. Each committee member, except the chairperson, has one vote.
  8. Voting for elected regional officers and the Distinguished Service Society will take place during an open plenary session through Election Runner. Only Chapter Delegate(s), Members-At-Large, Past Regional Directors, and Elected Officers will vote according to their voting rights.
  9. No profanity is allowed when addressing the presiding officer or another member during sessions. Violations will result in a $5.00 fine payable to the Western Region, collected by the Sergeant-at-Arms and processed by the Regional Secretary.
  10. All reports and materials for permanent record must be legibly printed, handwritten, and submitted to the Western Region Secretary post-presentation.
  11. No hats are allowed during sessions. Non-compliance after a warning incurs a $5.00 fine, handled as per rule 9.
  12. All announcements to Conference attendees must be written, signed, and delivered via email or alternative electronic communication to the Western Region Secretary for scheduling during sessions.
  13. Late arrivals to ordered sessions are fined $5.00, payable before seating, collected and processed as stated in rule 9.
  14. Members not dressed appropriately will be asked to leave and change. Non-compliance results in a $5.00 fine, handled as in rule 9.
  15. Members failing to pay fines will be asked to leave the session until payment is made.
  16. Sound-producing devices should be set to silent or turned off during sessions. Necessary calls should be taken outside the meeting area.
  17. The sale, purchase, or consumption of narcotics is prohibited, as is tobacco use in session rooms and other designated areas.
  18. Conference rules will be posted at the main entrance of the assembly room and in the chat on RingCentral during sessions.

Chapter Delegates Selection
One of the most important decisions a chapter makes before the WRC is selecting its primary and alternate delegates, as all formal actions taken at the conference are decided through voting. Those eligible to vote at the WRC include:

  • Collegiate chapter delegate (primary and/or alternate)*
  • Alumni chapter delegate (primary and/or alternate)*
  • Elected officers of the Regional Board*
  • Past Western Regional Directors*

*Must be in Good Financial Standing which is defined as being financial on all 3 Levels = Nationally, Regionally, and Alumni Chapter.

Dr. Emile Pitre Honors Society (EBDREPHS)

Established in 2024 at the 67th Regional Conference held in Phoenix, AZ, the Estd. Bro. Dr. Emile Pitre Honors Society (EBDREPHS) wass created to recognize high achieving Collegiate Brothers within the Western Region of Phi Beta Sigma Fraternity, Inc. These brothers exemplify high scholastic ideals while leading on campus, in the community, and within the fraternity. This Honors Society serves as the highest distinction a Collegiate Brother can obtain within the region during their collegiate years.

Listed below are the minmimum qualifications for Dr. Emile Pitre Honors Society (EBDREPHS) nomination:

  1. Must have a minimum cumulative GPA of 3.5 (with a minimum of 80 credit hours)
  2. Must have been in the Fraternity at least two full semesters or three quarters prior to citation submission.
  3. Applicant should currently hold, or have previously held an elected or appointed leadership role on campus and/or within the fraternity at the local or regional level.
  4. Must have made some constructive contribution to community, as well as the Fraternity, but especially the Fraternity.
  5. Must be in *Good Financial Standing on all three levels in the year of nomination.
  6. Must be a current financial member of the Western Region.
  7. Applicants must submit an EBDEPHS Citation application form for consideration.
  8. All citations must be submitted by 11:59 PM PST on Friday, April 3rd, 2026. No extensions will be granted.
  9. *Good Financial Standing is defined as being financial on all 3 Levels = Nationally, Regionally, and Alumni Chapter.

Selection By Committee

  1. The Committee shall review the citations of all candidates recommended to the Regional Conference for membership in the EBDREPHS and obtain by personal interview or otherwise such other information regarding the candidates as it deems necessary.
  2. The Committee must make its report in writing to the Regional Conference as to the eligibility of candidates for membership in the EBDREPHS.
  3. Candiates must receive a (2/3) vote from the Regional Conference to be accepted.

Listed below are the minmimum qualifications for Hon. Bro. William Perry Distinguished Service Society (HBWPDSS):

Established at the 1984 Regional Conference held in Seattle, WA, the Western Region Distinguished Service Society (WRDSS) was created to recognize deserving Brothers' long term work within the Region, who may (or may not) qualify for membership in the Distinguished Service Chapter (DSC) of the Fraternity. It is the highest honor given within the Region and is bestowed by the Regional body during our annual Regional Conference. The WRDSS was renamed the Hon. Bro. William Perry Distinguished Service Society (HBWPDSS) in 2022 at the 66th Regional Conference in San Diego, CA.

The Western Region Distinguished Service Society shall be reserved for financial active members who shall have distinguished themselves in the Region, their Chapter or in their respective communities, and shall have the following qualifications:

  1. Must have been a member of the Fraternity at least ten (10) years.
  2. Must be recommended by local Alumni Chapter.
  3. Must have been in *Good Financial Standing on all three levels with the Western Region for at least five (5) of the last qualifying 10 years.
  4. Must have registered and attended at least three (3) Western Regional Conferences and two (2) International Conclaves in the seven (7) years immediately-proceeding nomination.
  5. Must have made some constructive contribution to community, as well as the Fraternity, but especially the Fraternity.
  6. Must be in *Good Financial Standing on all three levels in the year of nomination.
  7. Must have held a Chapter, Regional or National office in Phi Beta Sigma Fraternity, Inc.
  8. Candiates must receive a (2/3) vote from the Regional Conference to be accepted.
  9. Must be a current financial member of the Western Region.
  10. Applicants must complete the self-scoring rubric prior to submitting their HBWPDSS Citation form. Applicants must achieve a minimum score of 90 before proceeding.
  11. *Good Financial Standing is defined as being financial on all 3 Levels = Nationally, Regionally, and Alumni Chapter.

Selection By Committee

  1. The DSS committee shall review the citations from all candidates submitted to the Regional Conference for membership in the HBWPDSS and obtain by personal interview or otherwise such other information regarding the candidates as it deems necessary.

Western Region Heritage Society Nominations

Western Region Heritage Society (WRHS)
Established in 2024 at the 67th Regional Conference in Phoenix, AZ, the Western Region Heritage Society (WRHS) was established to reflect the Conclave’s Blue Heritage Society at the regional level, honoring members who have achieved the extraordinary milestone of 50 or more years of dedicated service to our wondrous band of which at least 25 years of those years as a member of the Western Region.

Listed below are the minmimum qualifications for Heritage Society (WRHS):

  1. Must be registered and in attendance at the 2026 WRC.
  2. Must have been a member of the Fraternity at least fifty (50) years.
  3. Must have been a member of the Western Region at least twenty-five (25) years.
  4. Must be recommended by local Alumni Chapter.
  5. Must have been in *Good Financial Standing on all three levels with the Western Region for at least twenty (20) of the last qualifying 50 years.
  6. Must have made some constructive contribution to community, as well as the Fraternity, but especially the Fraternity.
  7. Must be in *Good Financial Standing on all three levels in the year of nomination.
  8. Must be a current financial a member of the Western Region.
  9. Applicants must submit an WRHS Citation form for consideration.
  10. *Good Financial Standing is defined as being financial on all 3 Levels = Nationally, Regionally, and Alumni Chapter.

Committee Selection

Each chapter is asked to submit up to two names for committee selection as required by the conference rules. Selection announcement will be made available no later than Monday, March 2, 2026, and distributed no later than Thursday, March 7, 2026, as required for all conference-related materials.

Every name submitted will not be selected. Delegates must be committed to registering by the conference's deadline of Thursday, April 9, 2026, at 11:59 PM. Special consideration will go to those who have registered by the early-bird deadline. Before the opening of the WRC and upon the recommendations received from the chapters of the Region, the Regional Director shall appoint the following Committees:

Regional Orgin

How the West was Won
The establishment of the Western Region of Phi Beta Sigma Fraternity, Inc., was initially created soon after Bro. Herbert L. Stevens was initiated into our wondrous band. With the chartering of the Beta Chapter at Wiley College in Marshall, TX, the first imprint of Sigma outside of Washington, D.C. was created and named the Western Region. Texas was later separated from the Western Region and re-established as the Lone Star Region of Phi Beta Sigma Fraternity, Inc.

Twenty-two years later, the Western Region as we know it today was started on February 15, 1937, when Bro. William Perry directed a letter to Bro. Jessie W. Lewis, the then Dean of Terrell Law School, requesting information for the chartering of a chapter in Los Angeles, CA. At this time, there were no chapters west of Texas. The movement gained impetus through the form of Bro. Hugh Fisher Lewis, who was then Vice President of the Northern District. After careful selection, Bros. Lewis, Perry, Johnson, and Hill invited eleven other men to join as charter members: Bros. Fred Baker, George Beavers, Edgar Brown, Cecil Davis, Aaron Douglass, Dee Hodge, William Nickerson, Jr., Granville Norman, E. M. Porter, Clarence Smith, and Oscar Stokes.

The officers elected to serve the new chapter were: Bro. William Perry, President; Bro. Clarence Smith, Vice-President; Bro. Dee Hodge, Secretary; and Bro. Everette Porter, Treasurer. Bro. James Weldon Johnson — celebrated poet, author, and professor of creative literature — was the National President at the time of the chartering of the chapter.

Today, the Western Region is led by our 35th Regional Director, Bro. Sidney Jackson, Jr., and has blossomed into the largest region in the fraternity; it currently encompasses the states of AK, AZ, CA, CO, HI, ID, MT, NV, ND, OR, SD, UT, WA, and WY, as well as the countries of Japan, S. Korea, Bahrain, and the United Arab Emirates. We exist as a consortium of positive and professional men determined to continue our rich and historic legacy of providing the best in service through our programmatic thrusts of Bigger and Better Business, Education, Social Action, and the Sigma Beta Club. Dedicated to the principles of Brotherhood, Scholarship, and Service, it is our desire to provide communities within our Region with impactful and meaningful service.
