Greetings Brothers of the Wild Wild Western Region,

On behalf of the organizing committee, I am thrilled to extend a warm welcome to all of you as we prepare to gather for our 67th regional conference. It is with great anticipation and excitement that we look forward to hosting you in the vibrant and dynamic city of Tempe, Arizona.

This conference will be an enriching experience filled with insightful discussions, networking opportunities, and memorable moments. I am confident that this event will have a lasting impact on everyone present, as we encourage sharing knowledge, exchanging ideas, and strengthening our bonds of brotherhood.

Let us embrace the spirit of camaraderie and collaboration that defines our organization as we embark on this journey together. Take advantage of this opportunity to learn from and inspire one another, as well as reaffirm our commitment to Brotherhood, Service, and Scholarship.

Brothers,

On behalf of all Men of Sigma in the state of Arizona and the host chapter, Tau Theta Sigma, we welcome you to Arizona – the Grand Canyon State and “Valley of the Sun.” We take great pride in hosting the 67th Western Regional Conference and are grateful for the opportunity to host the highly successful 2022 and 2023 Western Region Fall Board meetings in preparation for the WRC.

As the State Director, it is a great honor to host the 67th Western Region Conference. The Brothers of Tau Theta Sigma, along with Arizona’s other Alumni and Collegiate chapters, are excited to have you as guests. During your stay, we hope that you experience as much of what the valley has to offer as possible. Brothers, Sorors, guests, family, and friends, please enjoy yourselves.

As we prepare to handle the business of Sigma, may we have a constructive conference and leave with Brotherhood, Scholarship and Service on our minds.

As host chapter President, I look forward to providing each visiting Brother and guest an amazing and memorable experience. Phi Beta Sigma Fraternity, Western Region Conference (WRC) is attended by Sigma Men of all ages. One third (1/3) of all attendees are voting delegates, both alumni and collegiate. Non-voting attendees, visiting International officers, staff members, spouses, and guests make up the majority of conference attendees. According to your registration classification, your role at the WRC, registration fee, and schedule of activities will vary. The room block is being hosted at the Tempe Mission Palms Hotel located at 60 E. 5th Street, Tempe, AZ 85281. The deadline for reserving a room is Monday, April 15, 2024. The deadline for reserving a room at the conference rate ended Monday, April 15, 2024 at 12:00 PM PST. There are no longer rooms available at the conference rate. Tempe Mission Palms Hotel & Conference Center is the only full service, four diamond hotel located in downtown Tempe, Arizona. Amenities include including the Mission Grille Restaurant, Harry Place Lounge and 24-hour room service, as well as rooftop heated swimming pool featuring the Cabana Bar & Grill.

The Goal
The goal of the WRC is to impart an unwavering enthusiasm, pride, and affinity for the Sigma experience into the hearts and minds of all who participate. It is also a place to learn new things! As engaging speakers discuss topics to help you continue your journey of lifelong learning and individual growth.

Fostering Meaningful Connections
Ask any Brother why they continue to attend, and you will likely get one answer: the friendships. From the moment you register, you will have the opportunity to build true and invaluable connections with Brothers from around the region.

Whether you’re a past regional director, a member of the Distinguished Service Society (DSS), a regional or chapter officer, or just attending the conference for the first time, you’ll certainly find Brothers who will become a connection for life.

Making Impactful Decisions
The cornerstone of the conference is our plenary sessions, where delegates make important decisions about the future of our Region, including the selection of executive officers for the next term (two years).

Celebrating and Honoring our Brothers
The WRC is the proper time to recognize individual Brothers and chapter achievements, sharing in the pride we have for each other’s accomplishments, as well as remembering those who have transitioned to the Omega Chapter.

  • Omega Ceremony
    Honor our Brothers who have joined the Omega Chapter. This moving service offers the chance to not only mourn Brothers we lost, but also celebrate their lives and contributions to our wondrous band
  • Rededication Ceremony
    A time-honored occasion to rededicate our hearts and minds to the creed, principles, and mission of our beloved fraternity.
  • Regional Awards
    Individual and chapter awards are presented Saturday evening during the Oscar Morgan Gala.
  • William Perry Distinguished Service Society (WPDSS) Presentation
    The highest honor given within the Region and is bestowed Saturday evening during the Oscar Morgan Gala.
  • Installation of Officers
    Newly elected officers are installed Saturday evening near the closing of the Oscar Morgan Gala.
Service Projects

Making A Difference Through Service.

This year have two dynamic community service projects:

  1. Bottled Water Drive
    In collaboration with Paz de Cristo Outreach Center we will conduct a water drive to distribute free bottled water in Downtown Tempe during the conference. This will help addresses the critical need for hydration in Arizona's heat and exemplifies our direct commitment to community welfare.
  2. Blood Drive
    In collaboration with American Red Cross we will conduct a blood drive at the host hotel to help support our nation’s blood and blood cell components. Every day, blood donors help patients of all ages: accident and burn victims, heart surgery and organ transplant patients, cancer treatment, and transfusions following traumatic injuries. Since most patients with sickle cell disease are Black or African American, the most compatible blood type match is most often from a donor of the same race or ethnicity. Airline Fare Discount Code

Alaska Airlines is the official airline of the WRC. The fare code for online booking is ECMG016. The airline fare code provides attendees with a 7% discount. To use your discount code, go online to alaskaair.com and input the code when searching for flights. The discount will then be applied to any flights meeting the contract parameters.

You and your guests may also use the discount code by calling the Alaska Airlines Group Desk, but a $15.00 service fee will apply per person. Please check your contracts for validity dates, rules, and restrictions.

Please verify all travel policies and current baggage allowances at [ AlaskaAir.com ] prior to travel. The Alaska Airlines Group Desk hours of operation are 6am–6pm PST Monday through Friday and 7:30am–6pm PST on Saturdays.


Phoenix Sky Harbor International Airport
[ Sky Harbor Airport ] is a civil–military public airport 3 miles east of downtown Phoenix, in Maricopa County, Arizona, United States. It is Arizona's largest and busiest airport; among the largest commercial airports in the United States, PHX was the 8th busiest airport in the United States and 22nd busiest in the world in 2021. The airport serves as a hub for American Airlines and a base for Frontier Airlines and Southwest Airlines. The Wall Street Journal ranked Sky Harbor as the best airport overall among the 20 largest airports in the U.S. in 2019. "Phoenix excelled in several of the 15 categories, with short screening waits, fast Wi-Fi, good Yelp scores for restaurant reviews, short taxi-to-takeoff times for planes, and cheap average Uber cost to get downtown." Sky Harbor won the honor again in 2023, ahead of Minneapolis–Saint Paul International Airport and Los Angeles International Airport. It also currently holds the distinction of being the busiest three-runway airport in the entire world.

Hotel Shuttle Service
As a courtesy, Tempe Palms Hotel guests are provided daily shuttle transportation to Sky Harbor International Airport and back to the hotel, from 5:30 am–10:00 pm. When you arrive at baggage claim and have your luggage in-hand, please call the Temple Mission Palms Hotel at (480) 894-1400.

Proposed WRC Conference Rules
  1. The current edition of Robert's Rules of Order Newly Revised shall govern Phi Beta Sigma Fraternity, Inc.'s Western Region Conference in all instances where applicable and not inconsistent with the Constitution and By-laws of Phi Beta Sigma Fraternity, the Western Region, and these standing rules.
  2. To gain admission and participate in the Phi Beta Sigma Fraternity, Inc.’s Western Region Conference (WRC) (plenary sessions and meetings), members and newly inducted members must be duly registered and wear the official Phi Beta Sigma Fraternity, Inc., Western Region Conference wristband/badge issued by the Conference Registration Committee.
  3. Virtual: Members must be duly registered to log into the virtual by the conference's deadline of April 28, 2024, at 11:59 PM. Your name on RingCentral should include your first and last name, along with your chapter name or regional position.

  4. During a plenary session or meeting, a registered member must wait to be recognized by the presiding officer (Chair) before speaking. Upon recognition, members should state their name and chapter affiliation. Members-at-large should announce their member-at-large status.
  5. Virtual: Members on RingCentral must have their cameras on and wait for recognition by the Chair before speaking, following the same protocol as in-person sessions.

  6. Recognized members may speak for up to two minutes during a plenary session or meeting, unless a 2/3 majority of registered delegates votes to extend this period.
  7. Only Chapter Delegate(s), Members-At-Large, Past Regional Directors, and Elected Officers are allowed to make motions. Members may not speak more than once on a motion.
  8. Voting in plenary sessions may be conducted viva voce (by raising hands). Virtually by using the raise hand function on RingCentral, through a roll call by the Regional Secretary, or via Election Runner.
  9. Voting during committee meetings will be viva voce. Each committee member, except the chairperson, has one vote.
  10. Voting for elected regional officers and the Distinguished Service Society will take place during an open plenary session through Election Runner. Only Chapter Delegate(s), Members-At-Large, Past Regional Directors, and Elected Officers will vote according to their voting rights.
  11. No profanity is allowed when addressing the presiding officer or another member during sessions. Violations will result in a $5.00 fine payable to the Western Region, collected by the Sergeant-at-Arms and processed by the Regional Secretary.
  12. All reports and materials for permanent record must be legibly printed, handwritten, and submitted to the Western Region Secretary post-presentation.
  13. No hats are allowed during sessions. Non-compliance after a warning incurs a $5.00 fine, handled as per rule 9.
  14. All announcements to Conference attendees must be written, signed, and delivered via email or alternative electronic communication to the Western Region Secretary for scheduling during sessions.
  15. Late arrivals to ordered sessions are fined $1.00, payable before seating, collected and processed as stated in rule 9.
  16. Members not dressed appropriately will be asked to leave and change. Non-compliance results in a $5.00 fine, handled as in rule 9.
  17. Members failing to pay fines will be asked to leave the session until payment is made.
  18. Sound-producing devices should be set to silent or turned off during sessions. Necessary calls should be taken outside the meeting area.
  19. The sale, purchase, or consumption of narcotics is prohibited, as is tobacco use in session rooms and other designated areas.
  20. Conference rules will be posted at the main entrance of the assembly room and in the chat on RingCentral during sessions.

Proposed Amendments

Military Affairs

  • The present wording in the constitution.
    SECTION III - OFFICERS AND ARTICLE IV - OFFICERS, ELECTIONS AND QUALIFICATIONS
    Section 2. The appointed officers of the Region shall be: Regional Controller, Regional Director of Sigma Beta Clubs, Regional Director of Sigma / Zeta Relations, Regional Director of Publicity, Regional Historian, Regional Chaplain, Regional Parliamentarian, and State (Area) Directors (one for each State (Area) of the Region except for California and Nevada, which shall each have two State Directors). With exception to the Regional Parliamentarian, which the Regional Director shall appoint at his discretion, the aforementioned appointed officers shall be appointed by the Regional Director with the approval of the Regional Board.
  • The proposed Constitutional change is an: Addition
    (19) The Regional Director of Military Affairs - shall plan and execute programs as designated by the Regional Director in support of the health and welfare of military veterans and ROTC members within the Western Region. He shall cooperate with the International Military Affairs Committee Director and support the State Military Affairs Program Directors in developing programs on a state and regional level. He shall submit an annual written report to the Regional General Board, Chapters, and Members-at-Large of the region documenting his activities as Regional Director of Military Affairs.

    Section 2 Article IV Regional Director of Military Affairs State the rationale for the constitution amendment:
    To support the health and welfare of military veterans and ROTC members within the Western Region. It shall promote a greater awareness and appreciation for the Region’s military veteran fraternity members. As of February 2024, we have 3,436 military members identified in the BluPrint, of which (9.57% or 327 in the Western Region) 2,176 or 63.33% fully financial to date.
  • The present wording in the Bylaw.
    SECTION IV - STANDING COMMITTEES (a) The standing committees shall have the chairman and co-chairman appointed by the Regional Director with approval of the Regional Board. No chairman and co-chairman shall be from the same Chapter. The chairman and co-chairman shall be ex-officio members of the Regional Board. The standing committees shall begin functioning upon appointment and until the subsequent Regional Conference after their appointment. These committees shall provide a report to the Regional Board quarterly. The standing committees shall cease to function at the appointment of new committee members at the Regional Conference.
  • State the proposed Bylaw language.
    (j) Military Affairs Committee The Military Affairs Committee shall be comprised of the Regional Director of Military Affairs and seven active members, appointed by the Regional Director with the approval of the Regional Board. It shall serve as an advocate to support the health and welfare of military veterans and ROTC members within the Western Region. It shall promote a greater awareness and appreciation for the Region’s military veteran fraternity members. The committee shall submit a written report to the Regional Board and Chapters of the Region once each quarter of a year documenting the committee’s activities.
  • State the rationale for the Bylaw amendment. To support the health and welfare of military veterans and ROTC members within the Western Region. It shall promote a greater awareness and appreciation for the Region’s military veteran fraternity members. Special Societies

    ARTICLE VII SECTION 1. There is hereby established the Western Region Distinguished Service Society.
    (a) The Western Region Distinguished Service Society shall be reserved for active members who shall have been active in PHI BETA SIGMA FRATERNITY, INC. for at least ten (10) years and who shall have distinguished themselves in the Region, their Chapter or in their respective communities, and who shall have been recommended for membership in the Western Region Distinguished Service Society by their respective Chapter or by the Regional Board respectively.
  • The proposed constitutional change is an: Addition
    ARTICLE VII SECTION 1. The Regional Board hereby established the Western Region Distinguished Service Society (“DSS”). To qualify for DSS, a member must achieve the following:

    (a) The Western Region Distinguished Service Society shall be reserved for financial active members who shall have distinguished themselves in the Region, their Chapter or in their respective communities, and shall have the following qualifications:
    • shall have been active in PHI BETA SIGMA FRATERNITY, INC. for at least ten (10) consecutive years;
    • shall have served in elected or appointed position (including but not limited to regional or international committees) within the Western Region;
    • shall have attended and registered for at least three (3) regional conferences;
    • shall have at least three (3) accommodations or other verifiable documents from their communities;
    • shall be a Financial Active Member of a chapter within the Western Region;
    • shall have been recommended for membership in the Western Region Distinguished Service Society ("DSS") by their respective Chapter or by the Regional Board.

    (b) The Regional Conference alone shall have the power and authority to elect members to the Western Region Distinguished Service Society. The Regional Board and each chapter submitting a certified and verified citation shall do so by certified mail return receiptrequested to the Regional Secretary and Regional Director no laterthan forty- five (45) calendar days prior to the Regional Conference. Electronic means via email is acceptable as well. Neither chapters, nor the Regional Board shall be allowed to submit to any Regional Conference more than two citations for consideration.

Special Committees

  • The present wording in the Bylaw.
    SECTION V - STANDING COMMITTEES (f) The Grievance Committee shall be composed of the Regional Chaplain and seven active members, who are not from the same chapter, appointed by the Regional Director with the approval of the Regional Board. It shall review grievances referred to the Regional Conference by either Chapters or Members for disposition. It shall review requests for suspension or expulsion of members and for disciplinary action against Chapters and Members, and report its findings and recommendations to the Regional Conference for disposition.
  • State the proposed Bylaw language.
    SECTION V - STANDING COMMITTEES (f) The Grievance Committee shall be a standing committee and shall consist of the Regional Counsel, the Regional Risk Manager, a Past Regional Director, and two Active Members of the Western Region, appointed by sitting Regional Director, one of whom is an Active Member of an undergraduate chapter of the Western Region and the second appointee is from state within the Western Region other than the Western Regional Counsel resides. The Grievance Committee shall review grievances referred to the Regional Conference by either Chapters or Members for disposition. This committee shall review all grievances submitted to the Regional Board.
  • Grievance Procedure and removal (Addition)
    Article IX Section 1. The Regional Board may remove any active member, appointed officer or elected officer of the Region for misfeasance, malfeasance or nonfeasance in office, or for conduct tending to hold PHI BETA SIGMA FRATERNITY, INC. up in ridicule or contempt, or tending to bring discredit upon PHI BETA SIGMA FRATERNITY, INC. provided that written charges against such officer shall be served upon him by either certified or registered mail at his last known address as listed in the International Directory/ Blu Print.
  • Section 2. (a) Eligibility to File a Grievance. Any Active Member of Phi Beta Sigma Fraternity, Inc., may file a grievance with the Secretary of the Western Region.

    (b) Notice of Grievance. Complainant may send a Notice of Grievance to the Secretary. This notice of Grievance shall include the followings:

    • a factual summary
    • identification of the involved parties
    • date the incident(s) have occurred
    • identification of the constitutional provision, state or federal law violated. This Notice of Grievance must be signed and dated by the Complainant. Under no circumstances shall a grievance be anonymous.

    (c) Grievance Acknowledgement Procedure. Within 30 calendar days of receiving the grievance, the regional secretary will send a notice of grievance to all identified individuals. On or before the 30th calendar day from the date of the Secretary’s Notice of Grievance, the opposing party can file an opposition to the grievance.

    (d) Appointment of a Grievance Committee. Within 45 days of the filing of the opposition to the grievance, or if no opposition is filed, after the 30th day when an opposition to the grievance can be filed, the Grievance Committee shall conduct a hearing either in person, telephonically or by electronic means. Within 60 days after such hearing, the Grievance Committee shall render a decision, in writing, and file it with the Secretary for consideration by the Regional Board. The Grievance Committee shall make one of the following recommendations, with a factual and/or legal basis supporting its decision, to the Regional Board:

    • To deny the grievance, (“DENIED);
    • (2) To sustain the grievance, (“SUSTAINED”);
    • (3) To recommend an alternative course of action (“RECOMMEND ALTERNATIVE ACTION”). 15 days after the filing of the Grievance Committee’s decision, the Secretary shall serve notice to all parties of the Grievance Committee’s decision consistent with the notice requirements herein. Within 30 days after the filing of the Grievance Committee decision with the Secretary, the Regional Director shall then convene an emergency Board Meeting of the Regional Board to consider whether to adopt or deny the Grievance Committee’s Recommendation.

    (e) Oral Argument Before the Regional Board. At the Regional Board Meeting, the parties shall be able entitled to oral argument as follows:

    • The moving party shall receive 15 minutes to present its case
    • The responding party shall have 20 minutes to rebut the charges
    • The moving party shall have 5 minutes to rebut.

    The Regional Board shall act on this matter only at this special meeting. This special meeting shall only be continued upon good cause by the Regional Director.

    (f) Appeal of the Regional Board Decision. The non-prevailing party (“Appellant”) shall have 15 days to file an appeal to the Executive Board of the Western Region. Within 30 days, the Appellant shall file an appeal brief that appeals the Grievance Committee’s decision on one or all of the following basis:

    • failure to follow the Constitution of either the Western Region and/or the International constitution
    • violation of federal law or state law
    • denial of a fair procedure or
    • bias or the appearance of bias

    (g) Responding Party’s time to respond. The Responding Party shall have 30 days to file a response to the Appellant’s appeal.

    (h) Appeal of Grievance Committee Decision. 30 days after the filing of the appeal, the Regional Director shall convene a hearing to adjudicate petitioner’s appeal. The Appellate Committee shall consist of all elected officers of the Executive Committee of the Western Region. Within 30 days thereafter, the Executive Committee shall render a decision. This decision shall be final and binding on all parties in the Western Region.

    (i) Conflicts of Interest. No member who is a party to a grievance proceedings shall serve as either a member of the Grievance Committee or the Appellate Committee. Any individual summarily disqualified shall be replaced by an elected officer based on the line of succession outlined in the Western Region constitution.

    (j) Challenging a Final Decision. Any aggrieved member who wishes to challenge a final decision of the Western Region Board, shall do so in the County of Los Angeles.

    Section 3. (a) Any sanction or discipline imposed by the Regional Conference shall comport with Phi Beta Sigma Fraternity, Inc’s Uniformed Code of Sanctions (“UCS”), in its current form or that may be amended from time to time. Should the UCS fail to identify and impose a sanction for a given act, the Regional Conference shall be empowered to impose a sanction not inconsistent with the constitutions of either Phi Beta Sigma Fraternity, Inc. or the Western Region of Phi Beta Sigma Fraternity, Inc. Notwithstanding this provision, no elected officer disciplined under this constitution shall either be eligible to either resume his elected position or serve in an elected position for one (1) Regional Conference.

    Section 4. The Regional Director shall have the power to suspend any member of Phi Beta Sigma Fraternity, Inc., Western Region for any or all of the following acts:

    • a crime that may be prosecuted by any state or federal authorities,
    • any act of theft from Phi Beta Sigma Fraternity, Inc., its regions, or its chapters;
    • any act of hazing as define under state law or federal law; or
    • any credible, alleged act of moral turpitude.

The Annual Western Regional Conference (WRC) will take place on May 16–19, 2024 at the Tempe Mission Palms Hotel in Tempe, AZ. Registered participants will receive their 2024 WRC welcome letter within two weeks prior to the start of the conference. Letters will be sent to the email address used to register. Regional Orgin

How the West was Won
The establishment of the Western Region of Phi Beta Sigma Fraternity, Inc., was initially created soon after Bro. Herbert L. Stevens was initiated into our wondrous band. With the chartering of the Beta Chapter at Wiley College in Marshall, TX, the first imprint of Sigma outside of Washington, D.C. was created and named the Western Region. Texas was later separated from the Western Region and re-established as the Lone Star Region of Phi Beta Sigma Fraternity, Inc.

Twenty-two years later, the Western Region as we know it today was started on February 15, 1937, when Bro. William Perry directed a letter to Bro. Jessie W. Lewis, the then Dean of Terrell Law School, requesting information for the chartering of a chapter in Los Angeles, CA. At this time, there were no chapters west of Texas. The movement gained impetus through the form of Bro. Hugh Fisher Lewis, who was then Vice President of the Northern District. After careful selection, Bros. Lewis, Perry, Johnson, and Hill invited eleven other men to join as charter members: Bros. Fred Baker, George Beavers, Edgar Brown, Cecil Davis, Aaron Douglass, Dee Hodge, William Nickerson, Jr., Granville Norman, E. M. Porter, Clarence Smith, and Oscar Stokes.

The officers elected to serve the new chapter were: Bro. William Perry, President; Bro. Clarence Smith, Vice-President; Bro. Dee Hodge, Secretary; and Bro. Everette Porter, Treasurer. Bro. James Weldon Johnson — celebrated poet, author, and professor of creative literature — was the National President at the time of the chartering of the chapter.

Today, the Western Region is led by our 35th Regional Director, Bro. Sidney Jackson, Jr., and has blossomed into the largest region in the fraternity; it currently encompasses the states of AK, AZ, CA, CO, HI, ID, MT, NV, ND, OR, SD, UT, WA, and WY, as well as the countries of Japan, S. Korea, Bahrain, and the United Arab Emirates. We exist as a consortium of positive and professional men determined to continue our rich and historic legacy of providing the best in service through our programmatic thrusts of Bigger and Better Business, Education, Social Action, and the Sigma Beta Club. Dedicated to the principles of Brotherhood, Scholarship, and Service, it is our desire to provide communities within our Region with impactful and meaningful service.
