Greetings Brothers of the Wild Wild West!

Hopefully, you and yours are doing well. The 2025 Western Regional Virtual Leadership Conference (WRVLC) is scheduled to take place Thursday, March 27th through Saturday, March 29th. The conference will be held on our Regional RingCentral platform. My prayer is that each of you is looking forward to our time together at this upcoming conference. We will receive excellent training from dynamic speakers on topics such as mental health, finance, recruitment, internships, scholarships, and nonprofits. Our conference will be filled with positive energy as we learn about ourselves, and are provided information from experts in a variety of fields to enhance our lives. We also will be viewing our step teams, oratorical debate contestants, and pageant contestants to represent our region this summer.

As your Regional Director, I am excited to fellowship with all my Brothers and share some exciting news about Conclave Tampa which will be taking place July 14th through 20th and how our Region will reach new milestones in 2025. As we are professionals of all types I welcome your participation in the upcoming leadership conference so we can learn from each other and make Sigma and our lives better. Remember our Brotherhood is like no other and I look forward to learning with you at this year’s conference. Love and Respect to all my brothers.

2025 WRLVC

The 2025 Western Regional Leadership Conference (WRLC) is scheduled to take place Friday, March 28th through Saturday, March 29th. The conference will be held on our Regional RingCental platform. Please contact our Regional Dir., of Publicity, Bro. Everett Bond if you have registered and have not received your letter within the two-week time period.

The WRVLC offers current & future leaders especially Collegian to develop a culture of collaboration & transformational leadership skills. Brothers will receive excellent training from dynamic speakers on topics such as mental health, finance, recruitment, internships, scholarships, and nonprofits during this conference. Our conference will be filled with positive energy as we learn about ourselves, and are provided information from experts in a variety of fields to enhance our lives. Making Impactful Decisions
The cornerstone of the conference is selecting individual and chapters who will represent the Region various competitions during Conclave Tampa.

Celebrating and Honoring our Brothers
The WRVLC is the proper time to recognize individual Brothers and chapter achievements, sharing in the pride we have for each other’s accomplishments, as well as remembering those who have transitioned to the Omega Chapter.

    Honor our Brothers who have joined the Omega Chapter. This moving service offers the chance to not only mourn Brothers we lost, but also celebrate their lives and contributions to our wondrous band

    A time-honored occasion to rededicate our hearts and minds to the creed, principles, and mission of our beloved fraternity.

    Individual and chapter awards are presented on the final day of the conference.

Proposed Meeting Rules

Parlimentation Rules

  1. The rules contained in the current edition of Robert's Rules of Order Newly Revised 12th edition shall govern the Western Region Virtual Leadership Conference (WRVLC) in all respects when not inconsistent with the Constitution and Bylaws of Phi Beta Sigma Fraternity’s Western Region or these rules.
  2. Registration and Login

  3. In order to login and participate in Phi Beta Sigma Fraternity, Inc., Western Region Fall Board Meeting (WRVLC) members of Phi Beta Sigma Fraternity, Inc., shall be duly registered.
  4. Your name on your, RingCentral virtual account, must include your first and last name with Chapter name or Member-At-Large. Regional position optional. Any attendee not properely identified will be removed from the conference.
  5. Business of the Assembly

  6. When seeking recognition during the conference, a member must have their camera on; await recognition by the presiding officer (Chair) before speaking. Once recognized, he shall state his name and the name of the Chapter he is affiliated with before addressing the presiding officer. A member-at- large shall state his name and his member-at-large status. All attendees shall use the “Raise Hand” feature. After the floor is assigned by the Chair all raised hands will be lowered by the administrator. Any member then seeking preference in recognition shall promptly raise their hand again.
  7. No member shall speak more than once to a question until all of those who desire to speak have done so. Debate on a pending motion shall not exceed two (2) minutes per speech, unless the assembly of registered conference attendees approves by a 2/3 vote to Limit or Extend the Limits of Debate.
  8. All Motions requiring a second are deemed seconded.
  9. No member may use profanity when addressing the presiding officer or another member of the board during the conference. Should a member violate this rule, he will be fined $5.00, which must be paid to Phi Beta Sigma Fraternity, Inc., Western Region, and each time profanity is used by the offending member. The Sergeant-atArms shall collect payment for the fine and turn over all monies paid to the Western Region Secretary, who will record monies collected and turn over to the Western Region Treasurer for deposit in the Western Region Treasury account.
  10. All reports and materials for permanent record shall be legibly printed or written electronically and provided to the Western Region Secretary after presentation.
  11. Notices for announcements to the Conference attendees shall be in writing, signed by the person or the proper representative of the person under whose authority the announcement is issued and shall be sent to the of the Western Region Secretary electronically. Announcements will be made in accordance with the Board agenda.
  12. Any member entering the conference late or arrives after the official reconvening of the conference shall be fined $1.00, which must be paid to Phi Beta Sigma Fraternity, Inc., Western Region prior to being seated. The Sergeant-at-Arms shall collect payment for the fine and turn over all monies paid to the Western Region Secretary, who will record monies collected and turn over to the Western Region Treasurer for deposit in the Western Region Treasury account.
  13. Members who do not pay an assessed fine shall be asked to depart and log off from the meeting they accrued the fine in until such time they are able to pay the fine.
  14. Microphones shall remain off until recognition by the chair unless an interrupting motion (examples: Raise a Question of Privilege or Call for the Orders of the Day) is being acknowledged.
  15. Phi Beta Sigma Fraternity, Inc.’s Western Region Virtual Leadershop Conference Rules shall be posted virtually while read, and placed in the Regional Portal after approval.
  16. * Recommendation: All members use an electronic form of payment (i.e.) Zelle, Venmo, or Cash App to pay fines.

Hon. Bro. Jeffery Whitmore Alumni Brother of the Year
  • Description: This prestigious award recognizes an outstanding Alumni Brother who has demonstrated exemplary commitment and contributions to the fraternity at the regional level.
  • Requirements: Active Alumni members with significant achievements in fraternity initiatives, community service, and leadership roles within the past year.
Hon. Bro. Jeffrey Sneed Collegiate Brother of the Year
  • Description: This prestigious award recognizes an outstanding Collegiate Brother who embodies the fraternity's ideals through exceptional academic, leadership, and community involvement.
  • Requirements: Active Collegiate membership status, notable fraternity participation, academic excellence, and significant community service contributions.
Elected & Appointed Board Member Awards
Hon. Bro. Dr. Anthony Samad Elected Board Member of the Year
  • Description: Honors an elected board member who has shown outstanding leadership, dedication, and innovative contributions to the fraternity's governance and initiatives.
  • Requirements: Currently serving as an elected board member with a record of exceptional service and initiative in fraternity affairs.
Hon. Bro. Ronald Carter Appointed Board Member of the Year
  • Description: Recognizes an appointed board member for their exceptional contributions, dedication, and service to the fraternity’s mission and goals.
  • Requirements: Must be a currently serving appointed board member with notable achievements in their role.
Area/State Director Award
Area/State Director of the Year
  • Description: Celebrates the exemplary leadership and significant impact of an Area or State Director in advancing fraternity goals and member engagement.
  • Requirements: Current Area or State Director with outstanding performance in fraternity leadership and program execution.

Level I/II/III Alumni Chapter of the Year
  • Description: These awards recognize the excellence of Alumni Chapters across three levels, based on size and scope.
  • Requirements: Demonstrated excellence in fraternity engagement, community service, membership growth, and program implementation.
Level I/II/III Most Improved Alumni Chapter
  • Description: These awards recognize the improvement of Alumni Chapters across three levels, based on size and scope.
  • Requirements: Demonstarted substantial growth and development over the past year.
Level III Collegiate Chapter of the Year
  • Description: This award recognize the excellence of a Collegiate Chapter, based on size and scope.
  • Requirements: Demonstrated excellence in fraternity engagement, community service, membership growth, and program implementation. For the "Most Improved" awards, evidence of substantial growth and development over the past year.

Based on performance, the region will choose Brothers to represent the region on the national stage at Conclave Tampa. Selected Collegiates representing the region at Conclave will receive funding for travel and/or conclave registration expenses.

Description: Explore the impact of social media on the mental health of young adults, focusing on the prevalence of cyberbullying and its effects. Consider the benefits of social media for connectivity and support versus the potential psychological harms.

Is student activism and protest the most effective methods for addressing social issues?

Alumni and Collegiate Brothers will present their entrepreneurial business plan which will be presented during the conference. Based on performance, the region will choose Brothers to represent the region on the national stage at Conclave Tampa. Selected Brothers representing the region at Conclave will receive funding for travel and/or conclave registration expenses. At Conclave they will compete for one of two $20,000.00 business development grants.
